Elmer H. Fisher (1840-1905) maintained an architectural practice in Victoria circa 1880 to 1905. In the 1880’s he was in partnership with William Ridgway Wilson.

- 1319-1329 Douglas Street (with William Ridgway Wilson), the Craft & Norris Block, built in 1888
- 579-581 Johnson Street – (with William Ridgway Wilson), W.G. Cameron Building, built in 1888
